Ed, sorry slow reply... I'm not sure what is the definitive answer covering all options & trim levels. From what I've gleaned at CRG it seems to have accompanied (normally) the vinyl trunk mat; which was included with the deluxe interior package. I say 'normally' 'cause it was sometimes omitted (likely an assembly line snafu?)

reread this and wanted to comment on what Phil said about the LOS cars and the mat. My current Camaro is an 11A built LOS car with the original mat. It is a convertible with the mat in the location where a coupe mat should belong. The square hole for the jack bolt does not line up with anything and when the spare tire is in place the mat does nothing based on its location. So either early in the model year the workers did not know there was a different location for a convertible mat, or they put the mats all in the same place regardless of coupe/convertible.
