Hi Tom,
Those holes look too close to the opening above it. They should be about 3.50 inches down from that opening. The hole size looks right though. THose should be 13/32 dia hole. I am not sure how they determined the distance from centerline out on the bumper. Hope this helps!

Something interesting I found on my front bumper guards when I first got this Camaro was a piece of rubber that fit inside the bumper guard to protect the chrome on the bumper. I don't know if it was original but it really looked good and does a great job of keeping the bumper guard from being scratched when the guard is installed.

Is the location of these not documented in the assembly or body manual?

Thanks! Yes they are but I like to look first hand at real stuff... think about what the nose stripe looks like in that manual.. or the early Camaros with the guards WAY out from center

The car was raced.. I thought tow bar but the math isn't there.. I have the guy from 1970+- looking into any vintage family pics.. If the guards were there they are going back on.. If not then not I suppose. I just don't want to pay to rechrome the ones I have for nothing... ca-ching $$

Tom,
Would it be possible there was a tranny cooler bolted in front of the radiator?

Tom.. I just visited the old valance.. It is spot on 3-1/2" out from the opening like yours.. I only had a tape measure but the holes are spot on 1/2".. Any other guy would already have the guards put back on but I want to be certain

Yes.. I love the rubber c channel cushions to protect the chrome on the bumper from the bumper guards..

Fog lamps aren't a bad thought but the fact that both sides were dented in uniformly tells me something like.....the car had guards and rolled straight into a wall or was towed by an old sling towtruck and the driver put the wood beam in the wrong spot.. that kind of thing

Tom,
If the front had guards on it and got pushed in by a tow truck or rolled into a wall where are the holes in the valance for the bumper guards in the picture you provided above? Those holes in your picture that you see are not in the right spot for guards or not 3-1/2" inches down from the opening. Too close to the opening. At least from what I can see.
